Allira Attwill

Born and raised in the Bega Valley – where she attended primary and high school – Allira has returned to the region to raise her two children and is deeply committed to the community she grew up in. That personal connection, alongside her direct experience of disability support services through family life, gives Allira a genuine understanding of what good care looks like and why it matters.

Allira is a health policy and financing specialist with nearly two decades of experience working across 30+ countries. As Head of Knowledge & Policy Intelligence at Policy Wisdom LLC, she leads teams designing evidence-based frameworks that improve equity and access across health systems globally, including in areas such as HIV/AIDS, tuberculosis, cancer, vaccines, and rare diseases. Over a decade of consulting with the World Health Organization’s European Office saw her work directly with governments and civil society in low- and middle-income countries supporting transitions from donor to domestic funding to ensure continuity of care for vulnerable populations.

Earlier in her career, Allira held social planning and research roles at Wollongong and Gold Coast City Councils, where she led community needs assessments and designed programs for Indigenous and CALD communities – work that deepened her commitment to equity and the importance of community voice in shaping services.

Allira holds an MSc in Health Policy, Planning and Financing from the London School of Economics, a Bachelor of Population Health and Marketing from the University of Wollongong, a Mini-MBA from the Australian Institute of Management, and has completed the Women’s Leadership Development Programme at Saïd Business School, University of Oxford.
Allira joined the Tulgeen Board in January 2026.
